In Germany, a “COVID prison” has opened with a 4.5-meter fence and barbed wire for people who repeatedly violate quarantine rules. The facility in the northern province of Neumünster is one of the measures the country is taking to prevent the spread of a new mutant strain of the Covid-19 coronavirus. Rule breakers will be held in one of six cells in the empty annex of the Young Offenders Institution, where 40 retired police officers will guard the site as volunteers.

Prisoners will be allowed home comforts such as TVs, laptops and mobile phones, and will be able to access psychological support if needed. The prison will be used to enforce quarantine for people who have travelled, been exposed to the coronavirus, or have tested positive but have refused to undergo a period of isolation. Local authorities said it would only be a "last resort" and that no one would be imprisoned for barbed wire unless there was evidence that they had violated quarantine rules.
